Kagame and his entourage see the ethnic Hutus in the country and beyond as people that need to be kept in check, and the Tutsi as people that need to be mobilised to be vigilant and rally behind his regime for protection.
Rwandans in the country generally read in the international press about their country being at war. It is hard to know whether or not they are in support of Kagame’s war enterprise.
The US also did not invite leaders of Eritrea, alongside leaders of four other African countries that “are not in good standing with the Africa Union” namely Mali, Sudan, Guinea and Burkina Faso.
